The national core curriculum for basic education is a national regulation issued by the Finnish National Agency for Education on the basis of which the local curricula are drawn up. The purpose of the core curriculum is to provide a common basis for local curricula. The core curriculum steers the provision, implementation and development of basic education, and promotes equality and equity in basic education throughout Finland.

Amendments and additions to the National Core Curriculum for Basic Education 2014 regarding the instruction of the A1 language in grades 1-2 contains descriptions of the task of the subject, objectives of instruction, learning objectives derived from the objectives of instruction, content areas related to the objectives as well as objectives related to the learning environments and working methods. Descriptions of guidance, differentiation and support as well as assessment of the pupil's learning in the A1 syllabus in grades 1-2 are also included in the core curriculum.

The provider of basic education is to draw up a local curriculum based on this core curriculum by the end of 2019 and introduce the local curriculum in January 2020.
